Title
Ordinance No. 19-31 Setting the Salary of Mayor Pursuant to City Charter ?13-20(a)

Presenter:
Michael Sullivan, Human Resources Director

Body
Summary:
In accordance with City Charter ? 13-20(a), the annual salary of the Mayor was set at $96,000 for the first Mayor elected under the Council-Mayor form of government in 2011, and shall be adjusted every four years to coincide with the start of the new Mayoral term. The adjustment is to reflect any change, up or down, over that four-year period in the most local consumer price index for all urban consumers published by the U.S. Department of Labor, Bureau of Labor Statistics ("CPI-U"). The new Mayoral term began in April 2019; thus, the Mayor's salary requires adjustment to the CPI-U for the four-year period of 2014-2018.

Previous Council Action:
By Ordinance No. 15-21, the salary of the Mayor was adjusted to $103,370 annually from the amount initially set in City Charter ? 13-20(a), coinciding with the start of the new Mayoral term in April 2015.

Background:
City Charter ? 13-20(a) requires that the annual salary of the Mayor as set by Ordinance No. 15-21 be superseded to coincide with the start of the new Mayoral term in 2019 to reflect any change up or down, from 2014 to 2018 in the most local CPI-U, which is Denver-Aurora-Lakewood, Colorado. The adjustment to the salary of the Mayor, is derived through the following formula: (("2018 annual CPI-U" - "2014 annual CPI-U") / "2014 annual CPI-U") x "current annual salary" = dollar amount of "increase in annual salary. The applicable CPI-U for 2014 is 237.200 and for 2018 is 261.958. Thus, the adjustment to the salary of the Mayor for 2019 is calculated as follows: ((261.958 - 237.200) / 237.200) x 103,370 = 10,789. Therefore, the annual salary of the Mayor commencing April 16, 2019 shall be set at $114,159.

Financial Implications:
The salary increase is $10,789 annually.
