Summary:
After the Budget Work Session on October 15, 2018, it was determined that the 2019 Budget Markup Session was not required since Council would not have any additional changes to the 2019 Budget released on October 1, 2018.
The attached Ordinance adopts the budgets and appropriates all funds and reflects proposed administrative changes as line items.
The proposed changes to the 2019 Budget are listed in attachments as follows:
• General Fund - Attachment A
• City-Funded CIP Fund - Attachment B
• Airport Gross Operating Fund - Attachment C
• Airport CIP Fund - Attachment D
Previous Council Action:
After the Budget Work Session on October 15, 2018, City Council discussed the presented administrative changes to the 2019 Budget, deciding not to make additional changes. The administrative changes are presented in Attachments A - D.
Background:
The Mayor transmitted the 2019 Budget to City Council on October 1, 2018, and the 2019 Budget was reviewed and discussed by City Council in one budget work session on October 15, 2018. Public input was received by City Council at a formal public hearing held on October 18, 2018.
Financial Implications:
The City’s 2019 Budget, inclusive of all funds, totals $610,254,672 which is an increase of $67.4 million or 12.42% from the 2018 Budget.
The 2019 General Fund Budget totals $308,082,899. This represents an increase of $21.4 million, or 7.45%, above the original 2018 Budget.

Stakeholder Process:
The City Council Budget Committee met twice on October 10 and 12 to review the 2019 budget. Public input was received by City Council at a formal public hearing held on October 18, 2018. In addition, City Council held a budget work session on October 15, 2018. After the budget work session and public hearing Council determined the 2019 budget markup session was not required, as no additional changes would be requested.
Alternatives:
City Council may modify the proposed Ordinance.
