Ordinance No. 18-96 Amending Ordinance No. 17-116 (2018 Appropriation Ordinance) for a  Supplemental Appropriation to the Airport Capital Improvement Program Fund in the Amount of $2,500,000 for Repairs Related to the April 2018 Fire at the Colorado Springs Airport

  Summary:

The attached ordinance is a supplemental appropriation to the Airport Capital Improvement Program (CIP) Fund in the amount of $2,500,000 for repairs necessary to restore the Colorado Springs Airport Terminal Building to its original condition subsequent to the April 16, 2018 fire at the Colorado Springs Airport.  The initial emergency supplemental appropriation request for $5,000,000 was estimated two (2) weeks after the fire.  Since that time, it has been determined that the scope of needed demolition and repairs is much greater than initially expected. The source of funds is insurance proceeds related to the fire. 

 

  Previous Council Action: 

On December 12, 2017, City Council approved the 2018 Budget per Ordinance No. 17-116, which included appropriation for the Airport Capital Improvement Program fund. 

 

On April 24, 2018, City Council approved Emergency Ordinance 18-36 for a supplemental appropriation to the Airport Capital Improvement Program Fund in the Amount of $5,000,000 for Casualty Repairs Related to the April 2018 Fire at the Colorado Springs Airport Terminal Building.

 

  Background:

Due to the fire that occurred at the Colorado Springs Airport in April 2018, immediate repairs were needed to return to normal operations.  The initial emergency supplemental appropriation request of $5,000,000 was thought to be a conservative estimate two (2) weeks after the fire.  Although the Airport is fully operational at this time, the repairs are ongoing and the entire scope of work is still being finalized.  An additional $2,500,000 is needed to complete the demolition and repairs, as outlined in the scope of work.  The entire amount will be reimbursed by insurance proceeds.

 

  Financial Implications:

The supplemental appropriation increases the Airport Capital Improvement Program Fund revenue and expenditure budgets by $2,500,000.  The source of funds is the insurance proceeds associated with the fire.

The City Council Budget Committee has reviewed and recommended this supplemental appropriation request at the meeting on August 14, 2018.
