The attached ordinance is a supplemental appropriation to the General Fund in the amount of $300,000 for additional positions and resources needed to enhance the City's American with Disabilities Act Title II (ADA) program.
Previous Council Action:
On December 12, 2017, City Council approved the 2018 Budget per Ordinance No. 17-116, which included an annual appropriation to the General Fund.
Background:
The City has significant obligations under the ADA to not discriminate against individuals with disabilities in its services, programs, or activities and to make its facilities accessible. This supplemental appropriation will fund additional positions and resources to improve the City's current compliance efforts.
Financial Implications:
This supplemental appropriation increases the 2018 General Fund expenditure budget by $300,000. The source of these funds is the General Fund available fund balance. This represents a 0.6% decrease in the unrestricted fund balance. The total funding requirement of this program in 2018 is $500,000. The source of funds for the remaining $200,000 is projected 2018 cost savings within the General Fund. We will be conducting a fee analysis to determine how we can recover a portion of the ongoing expenses through inspection fees.
