Ordinance No. 18-78 amending Section 304 (Appoint and Dismiss Staff) of Part 3 (Powers and Duties of the Mayor) of Article 2 (Officers of the City) of Chapter 1 (Administration, Personnel, and Finance) of the Code of the City of Colorado Springs 2001, as amended, pertaining to Mayor Appointed Staff

  Summary:

Pursuant to City Charter § 4-40(h)(6), City Council confirms Mayor appointed officers listed in listed in City Charter §§ 4-40(h)(1)-(5).  City Charter § 4-40(h)(6) extends Council’s confirmation authority to the “director or manager of any City department, division, office, agency, or enterprise if the Mayor’s appointment authority is set forth by ordinance . . . .”  The proposed ordinance sets forth the Mayor’s authority to appoint the “director of the department relating to information technology,” or the chief information officer.  With the adoption of the proposed ordinance, any future mayor appointments to this position will be subject to City Council confirmation.  However, if adopted, the incumbent chief information officer would not subject to confirmation by City Council pursuant to City Code § 1.2.201(B).
