  Background:

Bancroft Park is a neighborhood park in the core of Old Colorado City. The land was bought by the City Parks Department for a park in 1926 from the school district and converted into the park over the following few years. The band shell was erected in 1935 providing opportunities for community concerts and shows. The plaza space was enlarged in 1948 for new shuffleboard courts and to allow for square dancing and movie nights in the park.

In January 2017 a fire damaged potions of the band shell. The need to repair the damaged building as well as local community interest in the park served as a catalyst to update the park master plan.

Bancroft Park underwent a master plan update in the spring of 2017. Through the master planning process the community identified several issues and new opportunities for improvements within the park. The Bancroft Park Master Plan was approved by the Parks and Recreation Advisory Board on May 11, 2017. Partial funding was secured in the 2018 budget for park enhancements. Funding included $225,000 from the TOPS Parks Category for the park renovations and $50,000 from the Lodgers and Automobile Rental Tax (LART) for the restrooms.

The 2018 PLDO budget was approved by City Council in December 2017 and included funding for three projects. These projects include the Legacy Loop, Inspire Memorial Park and Inspire Fountain Park.

Funds available for appropriation have been calculated as follows:
                     $    917,921.00     2017 Estimated End of Year Fund Balance
                     $ 1,185,000.00     Total 2018 Projected Revenue
                     $(1,153,520.00)    Total 2018 Budgeted Expenditures
                     $    949,401.00     2018 Estimated End of Year Fund Balance
                     $       (118,500)    10% Reserve of Estimated Revenue

                     $   830,901.00      Fund Balance Available for Appropriation

Staff is seeking approval for $300,000 of the PLDO fund balance to be appropriated for completion of the new Bancroft Park restrooms and new playground as represented on the recently approved Bancroft Park Master Plan.

This item supports the City’s strategic goal relating to investing in infrastructure by enhancing the facilities and amenities within Bancroft Park.

  Financial Implications:

Financial implications include the $300,000 fund expenditure for the construction of the new restrooms and playground in Bancroft Park. The new restroom facilities are proposed to be self-cleaning thus providing an opportunity for more efficient maintenance of the park and thus reducing the costs associated with daily maintenance of the restrooms. Completion of the Bancroft Park improvements will reduce ongoing maintenance labor costs associated with the outdated park.

  Board/Commission Recommendation:

On June 14, 2018 the Parks and Recreation Advisory Board unanimously voted to support the supplemental appropriation from the PLDO fund balance in the amount of $300,000 for Bancroft Park.

  Stakeholder Process:

The TOPS Working Committee meetings and Parks and Recreation Advisory Board meetings provide opportunities for public comment.

  Alternatives:

City Council could deny the request for a supplemental appropriation of $300,000 for Bancroft Park.

Recommended Action

  Proposed Motion:

Move approval of a supplemental appropriation from the Park Land Dedication Ordinance (PLDO) fund balance in the amount of $300,000 for Bancroft Park.
