Summary:
The Nor'wood Development Group, as the owner of certain areas of interest within Banning Lewis Ranch for open space acquisition by the City, has acknowledged its desire to create a meaningful open space system that improves connectivity of existing City-owned parks, trails, and open space, provides multi-use trail access, integrates into future development patterns, and protects sensitive landscapes and creek corridors. This resolution will allow City Council the opportunity to be part of the overall vision planning for this area of our community and encourage key discussions for park development that integrates with the Park System Master Plan.
City Council President Richard Skorman and President Pro-tem Jill Gaebler requested that this item go back to back on the agenda. City Council work session on April 23, 2018 and City Council Meeting on April 24, 2018.

Background:
The City held a town hall meeting on April 11, 2018 to discuss the amended and restated Banning Lewis annexation agreement. About fifteen citizens participated in the meeting and several participants encouraged City Council to consider additions related to park and open space interests. Council President Skorman and President Pro-tem Jill Gaebler expressed interest in adopting a resolution with support of the Nor'wood Group to be sure the areas of significant interest were considered during Nor'wood's vision planning for their acreage. City staff and City Council coordinated with Nor'wood and have developed this resolution in an effort to open communications and planning efforts in and around Corral Bluffs and Jimmy Camp Creek Regional Park.
