  Summary:

The Water Resources Engineering Division within the Public Works Department requests approval of the attached ordinance for a supplemental appropriation in the amount of $346,506 to the Tutt Boulevard Bridge project.  The source of funds is the Tutt bridge surcharge fees held in escrow.

 

  Previous Council Action: 

On December 12, 2017, City Council approved the original 2018 budget per Ordinance No. 17-116 (2018 Appropriation Ordinance). 

 

  Background:

The attached ordinance is a supplemental appropriation to move funds currently held in escrow to the general fund for the construction of the Tutt Boulevard Bridge over Cottonwood Creek in order to construct the Tutt/Cowpoke Detention Facility (PR-2). The total project amount is estimated at $1.75 million.

 

Between 2003 and 2014, the Reel and Powerwood Annexation agreements (see Exhibit A) were approved by City Council with the stipulation that fees would be assessed and collected when property was platted to fund the construction of the Tutt Bridge over Cottonwood Creek. The location of this bridge has been identified where Tutt Boulevard will cross Cottonwood Creek and extend north from its current location at the intersection of Tutt Boulevard and Cowpoke Road as detailed in the City’s Major Thoroughfare Plan (see Exhibit B).

 

The City is committed to constructing a regional storm water facility, PR-2, per the Intergovernmental Agreement (IGA) with Pueblo County at this location beginning in the Fall of 2018. The functionality of this facility necessitates that a roadway embankment be constructed over Cottonwood Creek for the extension of Tutt Boulevard with the roadway embankment serving as a “dam” for the detention facility. A culvert will also be constructed under the embankment such that water flowing in Cottonwood Creek can be conveyed under Tutt Boulevard at all times. The embankment and culvert will impound storm water runoff to reduce discharge rates during the 100 year storm event as required by the City’s Drainage Criteria Manual and the IGA with Pueblo County (see Exhibit C).

 

The proposed roadway embankment and box culvert that will be constructed with this project meet the definition criteria of a “bridge” as described in City code 7.7.1002 since the embankment and culvert (structure) will carry the Arterial roadway (Tutt Boulevard ) over Cottonwood Creek (natural drainage way).

 

 

  Financial Implications:

This appropriations ordinance has no impact on the General Fund Unrestricted Fund Balance.
