  Summary:

The City of Colorado Springs received a state grant in 2016 to undertake a Master Plan for the North Nevada Avenue Economic Opportunity Zone. In summer 2016, the City hired N.E.S. to conduct the master plan process titled Renew North Nevada Avenue Master Plan. With a community-driven process that included participation from approximately 900 individuals, City Council approved the adoption of the Renew North Nevada Avenue Master Plan in March of 2017.
The Master Plan identified implementation recommendations to ensure that the City continued to take steps to implement the plan and help realize the vision in the Master Plan. The fifth recommendation from the Master Plan was to develop a Transportation Sub-Plan that furthers the transportation themes from the Master Plan and elaborates and details how to accomplish those themes. The City hired Kimley-Horn for the Transportation Sub-Plan. The City held a community workshop in the summer of 2017 and an open house in August of 2017.
The City has conducted public input and brought these items to Boards & Commissions, as described below.

 

Previous Council Action: 

The Renew North Nevada Avenue Master Plan was adopted by City Council in March 2017. 

On January 23, 2018, this item was introduced to City Council during work session.

On February 13, 2018, this Ordinance passed unanimously on first reading.

  Board/Commission Recommendation:

The Transportation Sub-Plan was presented to the Active Transportation Advisory Committee (ATAC), a sub-committee of the Citizens Transportation Advisory Board (CTAB), on September 19, 2017. They discussed the public process used in its development, how it relates to the North Nevada Master Plan adopted in 2016, the multi-modal nature of the plan, key development guidelines to create an inter-connected system, and a key connection of Cascade Avenue to Mark Dabling Road. The ATAC recommended CTAB support the study with the revision of the east side sidewalk be relocated to the outside of the roadway cross-section.

The CTAB, an advisory committee to City Council, met on October 3, 2017 and concurred with the ATAC recommendation but included a provision to consider adding historic monumentation within the corridor identifying the significance the corridor has had over the years. The CTAB recommends the City Council approve the Transportation Sub-Plan with the historic monumentation amendment. As the City initiates preliminary design, we will analyze the feasibility of and design of the east side sidewalk relocation and the historic monumentation recommendations.

The Transportation Sub-Plan was unanimously recommended by the City Planning Commission at the January 21, 2017 meeting. At this meeting one individual who opposed the plan due to the potential impact on their property, as the plan illustrates a road connection through their property. The City clarified that the goal is to build better road connections and blocks through redevelopment, and the City will only undertake such projects in partnership with property owners. The Transportation Sub-Plan was also unanimously recommended by the City’s Commission on Aging at the January 3, 2017 meeting.

 

Stakeholder Process:

The City has conducted public outreach on these items. The City hosted a public open house in August 2017, and distributed an email newsletter in November 2017 after posting all materials to the website. The City also mailed postcards to all property owners within the proposed zoning overlay area and put up posters in the area.

                     Modify the decision of the City Planning Commission;
3.
                     Reverse the action of the City Planning Commission; or
4.
                     Refer the matter back to the City Planning Commission for further consideration
