Recommendation of the Civil Action Investigation Committee:  authorize the representation of the City officials as required by the Colorado Governmental Immunity Act, C.R.S. 24-10-110, and City Code § 1.4.302. The City officials were acting in the course and scope of their employment and not in a willful or wanton manner.  As usual, it is recommended that the City reserve the right not to pay any award of punitive damages.
