Ordinance No. 17-104 amending Ordinance No. 16-116 (2017 Appropriation Ordinance) for a supplemental appropriation to the Following Federal Entitlement Grants: Community Development Block Grant in the amount of $139,970, Emergency Solutions Grant in the amount of $9,506, and the HOME Investment Partnerships Program in the amount of $35,208.

  Summary:

The attached Ordinance is a supplemental appropriation of revenue and expenditure for the Community Development Block Grant in the amount of $139,970, Emergency Solutions Grant in the amount of $9,506, and the HOME Investment Partnerships Program in the amount of $35,208. The requested appropriation adds to the existing appropriation approved in Ordinance No. 16-116 (2017 Appropriation Ordinance) for the previously mentioned funds, providing the spending authority for the full amount of the approved grant agreements from the U.S. Department of Housing and Urban Development (HUD). The source of funds consists of grant revenue from HUD.

 

  Previous Council Action: 

On November 27, 2016, City Council approved the 2017 Budget per Ordinance No. 16-116, which included the appropriation for the Community Development Block Grant ($2,567,638), Emergency Solutions Grant ($228,801), and the HOME Investment Partnership Program ($1,030,674); and

On March 14, 2017, City Council approved the 2017 Annual Action Plan for use of Federal Block Grant Funds (CDBG, HOME, ESG) provided through the U.S. Department of Housing and Urban Development through Resolution No. 16-762

 

  Background:

On March 14, 2017, City Council approved the 2017 Annual Action Plan for use of Federal Block Grant Funds noted previously. The Annual Action Plan describes the specific planned uses for HUD program funds during each program year, as well as the specific amount of funds allocated to those uses. The amounts included in the original 2017 Annual Action Plan were estimates based upon anticipated grant amounts, and included a planned allocation should the actual grant award exceed the original estimate. The Community Development Division received allocation amounts from HUD on June 14, 2017, and HUD approval of the final 2017 Annual Action Plan on September 12, 2017. The allocations included funds for the Community Development Block Grant ($2,707,608), the Emergency Solutions Grant ($238,307), and the HOME Investment Partnership Program ($1,065,882). The actual grant allocation exceeded the original estimate by the amounts requested in this amending ordinance, and will be applied per the planned allocation included in the 2017 Annual Action Plan.

  Financial Implications:

There is no impact to the City’s General Fund, or other funds with the exception of the added appropriation to the CDBG, HOME, and Grants (ESG) funds as requested by this action. There is no request that City funds be used to meet local match requirements.
