Summary:
The attached Ordinance is a supplemental appropriation of revenue and expenditure in the Grants Fund in the amount of $9,923,798. The expenditure appropriation is for acquisition and demolition of properties impacted by landslide activity ($7,923,798), and construction of phase III of the Manitou Incline Corridor Reconstruction project ($2,000,000). The source of funds consists of grant revenue from the Federal Emergency Management Agency (FEMA), and the U.S. Department of Housing and Urban Development.

Previous Council Action:
On November 27, 2016, City Council approved the 2017 Budget per Ordinance No. 16-116, which included the appropriation for the Grants Fund.

Background:
On August 22, 2016, the City Council received a presentation providing an overview of the FEMA Hazard Mitigation Grant Program and funding requested to acquire and demolish landslide affected properties.

Phase I of the Manitou Incline was completed in 2013, and Phase II was completed in 2015. Phase III is the final phase to complete all mitigation required on the Incline.

Financial Implications:
There is no impact to the City's General Fund, or other funds with the exception of the added appropriation to the Grants Fund as requested by this action.
