  Summary:

Parks, Recreation and Cultural Services staff will provide an update regarding the progress of repairs to the Bancroft Park band shell as well as next steps in implementing proposed enhancements to the park itself.

 

  Previous Council Action: 

An update was provided to City Council on March 13, 2017 and April 24, 2017.  On March 28, 2017 City Council approved a supplemental appropriation in the amount of $250,000 for the project.

 

  Background:

In the early morning hours of January 27th a fire occurred in the band shell structure located at Bancroft Park, 2408 W. Colorado Avenue, in Old Colorado City. Subsequent to the fire City Park staff initiated a public process to gauge the community’s interest in reconstructing the band shell and enhancing the features of the band shell specifically and the park in general. Meetings were held with Old Colorado City stakeholders and two community meetings were conducted to gauge the public’s interest in the band shell repairs and for modifications to the park master plan. On May 11, 2017 the Parks, Recreation and Cultural Services Advisory Board unanimously approved a revised master plan for the park and approved a proposed 2018 CIP budget allocation of $250,000 to go toward the master plan’s implementation. A LART application for $250,000 was also submitted for consideration for the 2018 budget.  No official word has been received on the LART application as of yet.

An RFP process was held to identify a contractor to perform the repairs and Murphy Contractors was selected and received notice to proceed with the work on May 19, 2017.   To date all of the repairs related to the fire damage have been completed.  Also completed have been several upgrades to the band shell which included new steel doors and frames replacing the existing ones, upgraded electrical service to the structure which included installation of LED lighting, and a roll-up door that spans the width of the stage that prevents access to the band shell stage when not in use. The remaining enhancement to be completed is a ramp at the rear of the structure that will allow for ADA access, ease the effort required to bring equipment onto the stage, and provide a way for performers to enter and exit the band shell that is out of sight of the audience. Even though the access ramp will not be completed, the first event that will be able to use the renovated band shell will be the annual Coronado High School Homecoming Parade scheduled for September 16, 2017. 

Regarding the overall park enhancements, surveying of the site is being performed to establish grades that will provide base maps that guide the creation of the construction drawings for the improvements. Proposals are being accepted for the design of the new restroom facility that will be located along Colorado Avenue opposite the historic cabin.  It is anticipated that the architectural theme will mirror the historic look of the cabin. Due to a delay in being able to schedule the site survey, completion of the park enhancements that had originally been scheduled for April 2018, will be pushed farther into the year.

 

  Financial Implications:

There is a $25,000 deductible required by the City insurance policy for this type of an event.  On March 28, 2017, City Council approved a supplemental appropriation in the amount of $250,000 to go toward reconstruction of the band shell and park enhancements.  The Parks Department will be requesting $250,000 from the TOPS Parks category in the 2018 budget and a LART grant for $250,000 was submitted to also go toward this effort.

 

  Board/Commission Recommendation:

The Parks and Recreation Advisory Board on May 11, 2017 unanimously approved the Bancroft Park action plan and for $250,000 from the Parks TOPS category be included in the proposed Parks Department 2018 CIP budget.

 

  Stakeholder Process:

Public meetings were held on April 5 and 18, 2017. Public comment was also received at the April 13 and May 11 Parks and Recreation Advisory Board meetings.
