Bancroft Park Update

Summary:
Parks, Recreation and Cultural Services staff will provide an update regarding the ongoing efforts to address the recent damage to the Bancroft Park band shell as well as proposed enhancements to the park itself.
Previous Council Action:
An update was provided to City Council on March 13, 2017 and April 24, 2017. On March 28, 2017 City Council approved a supplemental appropriation in the amount of $250,000 for the project.
Background:
In the early morning hours of January 27th a fire occurred in the band shell structure located at Bancroft Park, 2408 W. Colorado Avenue, in Old Colorado City. Since that time City Park and Risk Management staff have been working through the process with Travelers Insurance to establish the extent of the damage and the loss that would be covered through the City’s insurance policy. City Park staff has also initiated a public process to gauge the community’s interest in reconstructing the band shell and enhancing both it and the park.
Financial Implications:
There is a $25,000 deductible required by the City insurance policy for this type of an event. On March 28, 2017, City Council approved a supplemental appropriation in the amount of $250,000 to go toward reconstruction of the band shell and park enhancements. The Parks Department will be requesting $250,000 from the TOPS Parks category in the 2018 budget and a LART grant for $250,000 was submitted to also go toward this effort.
Board/Commission Recommendation:
The Parks and Recreation Advisory Board on May 11, 2017 unanimously approved the Bancroft Park action plan and for $250,000 from the Parks TOPS category be included in the proposed Parks Department 2018 CIP budget.
Stakeholder Process:
Public meetings were held on April 5 and 18, 2017. Public comment was also received at the April 13 and May 11 Parks and Recreation Advisory Board meetings.
