Summary:
The City Council, meeting as Utilities Board, discussed draft changes to City Code to implement the Governance Process Review changes and to conduct administrative Utilities business at Utilities Board meetings. Changes include updating governance and policy language, changing the Utilities Executive Director to Chief Executive Officer, and consolidating the Authorities, Powers and Duties of the Utilities Chief Executive Officer into a single location in the City Code.

Draft City Code changes were presented to City Council, meeting as the Utilities Board, at the October 26, 2016 Governance meeting and the November 16, 2016 Utilities Board meeting.
Background:
Following discussion at the August 24 Utilities Board Governance meeting, the City Attorney's office provided draft changes to the City Code. Changes included incorporating governance policy changes and updating language to move administrative authorities to the Utilities Board to conduct Utilities business.
