  Previous Council Action: 

Resolution No. 229-82 created the Art Commission of the Pikes Peak Region.

Resolution No. 5-99 amended Resolution No. 229-82 to increase the membership of the Art Commission of the Pikes Peak Region to include more citizen-at-large representatives.

Ordinance No. 07-113 acknowledged the Art Commission of the Pikes Peak Region, formalized its role as an advisory commission to City Council and set forth the membership and quorum requirements.

Ordinance No. 09-94 amended Ordinance No. 07-113 to modify the makeup of the membership of the Art Commission of the Pikes Peak Region.

Ordinance No. 14-18 changed the name of the Commission to the Public Art Commission of the Pikes Peak Region (“PACPPR”).

 

  Background:

In 1982, the Public Art Commission of the Pikes Peak Region (“PACPPR”) was formed to serve as an advisory commission to the City Council in matters pertaining to public art. Over the years the purpose of the PACPPR has changed and become more defined. The current role of the PACPPR is to make recommendations related to the Outdoor Sculpture Collection of the Colorado Springs Pioneers Museum. The PACPPR has operated in this role with little interaction with City Council. The PACPPR would like to adopt a formal Council-approved Donation Acceptance Policy that formalizes a procedure for the PACPPR to accept art into the Outdoor Sculpture Collection.

The PACPPR is requesting that City Council delegate its authority to accept art into the Outdoor Sculpture Collection provided that the PACPPR adheres to the proposed donation acceptance policy. The purpose of the proposed delegation is to lessen the burden on City Council and streamline the acceptance process. In addition, the delegation will put the job of accepting art into the hands of the volunteer commission that is made up of arts professionals.

Under the proposed policy, the PACPPR must receive a recommendation from the Director of the Pioneers Museum or the Manager of Cultural Services before acting on a potential donation. If the Director of the Pioneers Museum or the Manager of Cultural Services recommends not to accept the art based on concerns related to safety or long-term maintenance obligations, the art will not be accepted. Because any accepted art will become part of the Pioneers Museum, it makes sense that the Director of the Pioneers Museum or the Manager of Cultural Services should have some input in which pieces are accepted and whether the museum will be able to maintain the pieces.

The policy also provides that the art work must go through the formal City processes related to site selection. For example, if the art is intended to be installed in a park the Parks Advisory Board must approve the location.

If the PACPPR votes on whether to accept a piece, the policy includes specific criteria that the PACPPR must consider. Additionally, the PACPPR must make a report to City Council on an annual basis of all of the pieces accepted by the PACPPR in the preceding year.

This item supports the City’s strategic goal relating to building community and collaborative relationships and excelling at City services by streamlining the donation acceptance procedure and providing more transparency in the process.
