  Previous Council Action: 

Resolution No. 229-82 created the Art Commission of the Pikes Peak Council.

Resolution No. 5-99 amended Resolution No. 229-82 to increase the membership of the Art Commission of the Pikes Peak Region to include more citizen-at-large representatives.

Ordinance No. 07-113 acknowledged the Art Commission of the Pikes Peak Region, formalized its role as an advisory commission to City Council and set forth the membership and quorum requirements.

Ordinance No. 09-94 amended Ordinance No. 07-113 to modify the makeup of the membership of the Art Commission of the Pikes Peak Region.

Ordinance No. 14-18 changed the name of the Commission to the Public Art Commission of the Pikes Peak Region (“PACPPR”).

 

  Background:

In 1982, the Public Art Commission of the Pikes Peak Region (“PACPPR”) was formed to serve as an advisory commission to the City Council in matters pertaining to public art. Over the years the purpose of the PACPPR has changed and become more defined. The current role of the PACPPR is to make recommendations related to the Outdoor Sculpture Collection of the Colorado Springs Pioneers Museum.

The proposed ordinance makes two changes to Ordinance No. 07-113, as amended by Ordinance No. 09-94. The membership and quorum requirements for the PACPPR are set forth in a City Council ordinance (Ordinance No. 07-113, as amended by Ordinance No. 09-94).

The first change relates to the qualifications of one member. Under the existing ordinance one of the members must be a “higher education arts professional.” The PACPPR has difficulty recruiting higher education arts professionals, but has been successful in recruiting education arts professionals. As such, the PACPPR recommends amending the ordinance to remove the word “higher” thereby allowing that member to be an education arts professional at any level from primary through college.

The second change lowers to quorum requirements. The current quorum requirements state that seven (7) members make quorum. The proposed ordinance lowers that number to five (5). Because the PACPPR is a volunteer commission they have regularly had difficulty meeting the current quorum requirements. The PACPPR recommends lowering the quorum requirements, but maintaining an odd number to potentially avoid gridlock. The recommended number of members to make up a quorum is five (5).

This item supports the City’s strategic goal relating to building community and collaborative relationships and excelling at City services by bringing members of the local art community together to support public art and add to the City’s public art commission.

After the proposed ordinance was presented to City Council at its work session on November 7, 2016, the PACPPR voted on and unanimously agreed to incorporate changes that were recommended by Council members. The attached proposed ordinance is different from the ordinance reviewed by Council on November 7 in two ways: (1) the quorum requirement has been changed to 6 members (which is the majority of the 11 member commission) and (2) all members must be residents of El Paso County, Colorado and the majority of the members must be residents of the City of Colorado Springs. In all other respects the ordinance attached is the same as the ordinance reviewed at the November 7 meeting.

The PACPPR recommended approval of this Ordinance at its September 20, 2016 meeting, and approved changes to quorum and residency requested by City Council at its meeting on November 15, 2016.
