  Summary:

As a result of the change in the form of government in 2010, stakeholders including Mayors, Councilmembers, staff, and members of the community have identified various elements of City Charter and City Code that may benefit from modification or updates.  A committee consisting of Councilmembers and staff has reviewed, in particular, the relationship between City Council and the Mayor during the budgeting process and the ability of both parties to adjust the budget during the fiscal year.

  Background:

Councilmembers Knight, Bagley, and Strand will provide information relating to possible amendments to City Code relating to budgeting and financial management.  If City Council reaches consensus on City Code changes to pursue further, the Committee will work with the City Attorney’s Office to develop draft ordinances for Council consideration.  The Committee does not recommend pursuing City Charter changes, which must be approved by voters, as a result of their work on this project.

This item supports the City’s strategic goal relating to excelling at City services.  A comprehensive review of City Code and adoption of changes deemed necessary by City Council will make the City’s budgeting and financial management more effective and efficient.
