  Summary:

Dave Zelenok will provide Council with an overview of issues relating to broadband services within the City of Colorado Springs, including a brief history of the initial development of the City’s fiber optic infrastructure; information on the regulatory environment surrounding telecommunications; and new opportunities available due to changes in technology.

  Background:

Mr. Zelenok has thirty years’ experience in municipal, state and federal levels of government, including management of transportation and public works operations in the areas of aviation, transit, traffic engineering, street maintenance, engineering design and construction services.  He is currently the Manager of Local Government Services for HR Green, Inc. and consults on transportation, engineering, innovation processes, public-private partnerships, broadband development and trends in technology.  With the City of Centennial, CO, from 2007 to 2015, he was heavily involved in a voter-approved initiative to authorize the deployment of municipal broadband in the community in partnership with the private sector, the first major city in Colorado to do so.  Prior to his time at Centennial, Mr. Zelenok served 14 years as Director of Public Works and Transportation for the City of Colorado Springs.
