Summary:
The attached emergency ordinance is a supplemental appropriation for the General Fund in the amount of $5,000,000 for the response and repairs required after the heavy rain storms and flooding in May 2015.
Previous Council Action:
On December 9, 2014, City Council approved the original 2015 Budget per Ordinance No. 14-101.
Background:
From May 3 through May 12, 2015, the Pikes Peak Region was impacted by heavy rain storms and flooding. The City's Public Works and Parks Departments have been assessing significant damage caused by the heavy rain storms and flooding to City infrastructure and property, such as roads, bridges, waterways, trails, and park structures.
On May 18, 2015, the Mayor issued a Proclamation and Declaration of Emergency and forwarded a request to the Governor to receive FEMA funding. However, at this time, it has not been determined if the City will receive federal relief for the heavy rain and flood damages. (See attached Proclamation and Declaration of Emergency)
The $5,000,000 will be placed into two projects - $4,000,000 into a Public Works May 2015 Flood Response project and $1,000,000 into a Parks May 2015 Flood Response project. The costs associated with the response and repair will be charged directly to these two projects. (See attachment for list of projects)
If the City does receive FEMA funding, grant projects will be set up for both of these projects and the eligible expenditures will be moved to the Grant projects.
