Title
Ordinance No. 15-25 amending Ordinance No. 14-101 (2015 Appropriation Ordinance) for a Supplemental Appropriation to the Pikes Peak - America's Mountain Fund in the amount of $250,000 for the Summit Complex Project and to the General Fund in the amount of $24,000 for the Acacia Park Ice Rink

Body
 From:
Karen Palus, Director of Parks, Recreation and Cultural Services
Jack Glavan, Pikes Peak - America's Mountain Manager

 Summary:
The attached supplemental appropriation ordinance from the Parks, Recreation and Cultural Services Department is to increase the revenue and expenditure appropriation in the Pikes Peak - America's Mountain (PPAM) Fund in the amount of $250,000 for the Summit Complex project, and to increase the revenue and expenditure appropriation in the General Fund in the amount of $24,000 for the Acacia Park Ice Rink.  The funding source for both items is the Lodgers and Automobile Rental Tax (LART) Fund.

 Previous Council Action:
N/A

 Background:
The LART committee approved an initial award of $150,000 for the design and construction of the new PPAM Summit Complex.  Subsequently, the LART committee approved an additional award of $100,000 for the PPAM Summit Complex project from the funding that is no longer needed for the Pikes Peak Cycling USA Pro Cycling Challenge project.  The total award from LART for the PPAM Summit Complex is $250,000.  This supplemental appropriation request is to add the $250,000 of revenue and expenditure appropriation to the PPAM Fund to accommodate the LART funds designated for the Summit Complex project.

The LART committee also approved an award of $24,000 for the Acacia Park Ice Rink, which, in partnership with the Downtown Partnership, provides the Skate in the Park experience each holiday season.  This supplemental appropriation request is to add the $24,000 of revenue and expenditure appropriation to the General Fund to accommodate the LART funds designated for the Acacia Park Ice Rink.

 Financial Implications:
The source of funds for the increase in appropriation for both PPAM and the General Fund is the LART Fund.

 Board/Commission Recommendation:
The LART Citizens' Advisory Committee evaluated and recommended projects to be included in the 2015 budget for the LART Fund.  The two projects included in this supplemental appropriation were part of that recommendation.

 Stakeholder Process:
N/A
  Alternatives:
City Council could decline to appropriate these funds, in which case the PPAM Division would have less funding to put toward the Summit Complex Project in 2015 and the Acacia Park Ice Rink size would not be increased for the 2015/16 season.

Recommended Action
 Proposed Motion:
