Summary:
The attached Intergovernmental Agreement (IGA) between the City of Colorado Springs and the Colorado Department of Transportation (CDOT) will allow the City's Transit Services Division to accept FASTER funding to examine whether a land parcel adjacent to the Park-n-Ride located at I-25 and South Tejon Street is needed for future expansion of the Park-n-Ride. The study will also consider the potential for transit-oriented development on that parcel and in the surrounding area. The attached resolution approves the IGA and authorizes the Mayor to execute the IGA.

Previous Council Action:

Background:
The South Tejon Street Park-n-Ride was used in the past for the FrontRange Express (FREX) service, and has 90 marked parking spaces. It is currently used nearly to capacity by carpool and vanpool commuters, and CDOT's new intercity bus service, Bustang, will be operating through this lot.

The study will evaluate current and projected commuter needs and provide an assessment as to whether all or some of the adjacent six-acre parcel of land, also owned by CDOT, should be retained for expansion. It will also include recommendations and site plans for transit-oriented development by identifying land use options that will benefit commuters.

Financial Implications:
There is no impact to the City's General Fund; CDOT is providing $40,000.00 through this grant and PPRTA funds will be used for the local match.
