Presentation of the zoning change process
Presenter:
Peter Wysocki, Planning Director, Planning + Neighborhood Services Department
Body
Summary:
At the request of City Council, staff will present the former zoning change process (under the “old” Chapter 7), the current process under the Unified Development Code (UDC), why it was changed and possible alternatives for future consideration.
Background:
The establishment of zoning and any subsequent zoning amendments are adopted by City Council by an ordinance and require an opportunity for a public hearing. Ordinances require two readings. Under the old Chapter 7, public hearings were held on the first reading. Under the UDC, public hearings are held on the second reading. A more detailed explanation of the process is provided in the attached presentation.
Previous Council Action:
The process by which first reading of the zoning change ordinance is only to set the public hearing date, was established by City Council on February 14, 2023, by adopting the Unified Development Code (UDC). The UDC became effective on June 5, 2023.
