Summary:
The proposed resolution is presented for City Council approval to authorize the Mayor to execute and administer the attached Intergovernmental Agreement (IGA) between the City and CDOT. The executed resolution is required as an attachment to the IGA. Any amendments that would increase or decrease the amount of the anticipated funding or expand or decrease the project scope must be approved by City Council resolution. This IGA provides Federal Highway Administration (FHWA) Emergency Relief Program funding in an amount not to exceed $680,000 for the Circle Drive Bridge Damage Repair Project (South Circle Drive over Fountain Creek).
In order to meet the timeline required by the FHWA, funding was provided by the Pikes Peak Rural Transportation Authority (PPRTA) to complete the work. The project is now complete at a total cost of $225,000. The FHWA funds will be used to reimburse PPRTA.
The City was not awarded $680,000 in funds for this project but CDOT issued the contract with a not-to-exceed upper limit of funding based on the initial project repair estimate. There are no residual funds that can be spent on another project.
Previous Council Action:
City Council passed Ordinance No. 13-77 (2014 Appropriation Ordinance), which authorized appropriation of $30,000,000 to the Grants Fund for the 2014 grants pool.
