Summary:
This resolution involves a request to City Council to authorize the acceptance of 14.814 acres, more or less, from CDOT by its devolution process. The property includes the Troy Hill Road right-of-way. The acquisition of the property will complete the ownership of the right-of-way of Troy Hill Road by the City of Colorado Springs.

Background:

In 2019 the city approved a development application in the northwest corner of the intersection of Powers Boulevard and Airport Road. The development application included the realignment of Troy Hill Road to the west to create developable parcels and to increase the distance between Airport Road intersections with Troy Hill and Powers Boulevard. The adequate spacing of those intersections is needed for safety and operational efficiencies of the future Powers Boulevard / Airport Road interchange. During the development application process CDOT determined that Troy Hill Road no longer served the ongoing purpose of the state highway system. As a result, the City and CDOT committed to initiate an effort to transfer this portion of the Troy Hill Road right-of-way to from CDOT to the City.
