Summary:
Staff requests approval of a resolution authorizing the Mayor to execute the contract (attached as Exhibit A) between the City of Colorado Springs and the Colorado Department of Transportation (CDOT) for maintaining traffic signals on State owned facilities. The previous contract signed in 2008 has expired, and without expedited approval of the new contract, there could be a loss of revenue which the City has anticipated for 2014.
Previous Council Action:
City Council approved the original agreement for maintenance of traffic signals on the state highway system by Resolution 136-91 in August of 1991, and by Resolution 182-08 in October of 2008.
Background:
The annual contract to maintain CDOT traffic signals has benefited the citizens of Colorado Springs since 2001. It allows City staff to address service calls, emergency after hour calls, and traffic signal timing changes regardless of ownership of the roadways. Although CDOT could respond to the City, the area that is covered by CDOT Region 2 is generally considered one quarter of the state. CDOT signal personnel are not within the city region on a regular basis, but City Traffic Signal Technicians are within minutes to respond to traffic signal issues. Also, by maintaining the traffic signal timing of the intersections, city staff is able to incorporate highway signal timing and arterial timing to provide enhanced signal progression.
Financial Implications:
The renegotiated contract will increase CDOT's payment to the City from $306,600 per year to $337,260 per year for a five-year contract period.
