Summary:
During 2018, representatives of Colorado Springs Professional Firefighters Union Local 5 (the "Union") have approached City Council requesting referral of a ballot question on the April 2, 2019 municipal election ballot relating to collective bargaining for firefighters employed by the City of Colorado Springs (the "City"). Pursuant to the City Code, City Council may not refer an item to the ballot prior to November 13, 2018 without triggering the need for a special municipal election, a result not desired by either City Council or the Union. At the request of the Union, City Council may consider a non-binding resolution expressing its present intent to submit a ballot issue relating to firefighter collective bargaining to the electors of the City of Colorado Springs at the April 2, 2019 General Municipal Election.

Background:
The Union has expressed to City Council its members' concerns regarding maintaining consistency in working conditions between administrations; staffing issues including mandatory overtime and position shortages; equipment age and quality, including fire apparatus and information technology; and compensation, which such members believe lags behind the compensation average for comparison cities.
If City Council does not pass the resolution, the Union has expressed its intent to gather sufficient signatures to petition the item on to that ballot.
