Title
A resolution authorizing the Intergovernmental Agreement for the Provision of Fire Services between the City of Colorado Springs and the Woodmen Valley Fire Protection District

Presenter:
Ted Collas, Fire Chief, Colorado Springs Fire Department

Body
Summary:
This agreement specifies that the Colorado Springs Fire Department (CSFD) will continue to provide automatic response for fire, rescue, hazardous materials, and emergency services within the WVFPD as we have done since 2008.

Previous Council Action:
This IGA is for a 10-year period (January 1, 2018 - December 31, 2027). The first agreement for this service level agreement was approved by the Colorado Springs City Council in August of 2008.

Background:
In 2007, the then Board of Directors of the WVFPD approached the CSFD and asked if we would provide fire, medical, hazardous materials, and any other emergency response activities for their area of responsibility. Their request was based on their difficulty in providing service via its all-volunteer organization. The CSFD agreed to a "fee for service" contract that was approved by the City Council in 2008 with an expiration date of December 31, 2017. The WVFPD has been very satisfied with the CSFD's service and approached us in late 2016 with a request to renew the original agreement for a ten (10) year term.

Financial Implications:
WVFPD will provide an annual payment to the City of Colorado Springs equaling eighty percent of the District's calendar year Total Gross Revenues from all sources whatsoever. The IGA stipulates a minimum payment of $80,000 and maximum of $100,000, with an average annual payment of $90,327 over the term of the current agreement.

Board/Commission Recommendation:
N/A

Stakeholder Process:

Alternatives:
The CSFD could decline to participate in this agreement. The city would not receive the revenue. The WVFPD would be required to find another fire department to provide service for their area...
