Body
Summary:
Colorado Springs Utilities (Utilities) is proposing through the 2027 Annual Update changes to its Annual Transmission Revenue Requirement (ATRR) and associated rates effective January 1, 2027.
Background:
Utilities, as a Transmission Owner participating in the Southwest Power Pool Regional Transmission Organization, is required annually to update its Annual Transmission Revenue Requirement and associated rates in accordance with its Federal Energy Regulatory Commission (FERC) approved Formula Rate, which includes the Template and associated Protocols, and to present each annual update to City Council for its acceptance.
Previous Council Action:
On October 28, 2025, City Council approved the use of the Formula Rate, as amended and accepted by FERC, to establish the mechanism and process for annual calculation, to include any true-up and updates, of the ATRR by Resolution 160-25.
Financial Implications:
Implementing the annually proposed transmission revenue requirement will maintain adequate cost recovery of transmission related costs.
