Summary:
Cheyenne Mountain Space Force Station (CMSFS) is requesting a 25-year Special Contract for Augmentation Water Service. Colorado Springs Utilities is seeking City Council approval of a resolution authorizing and directing its Chief Executive Officer to enter into a Special Contract for Augmentation Water Service with CMSFS.

Background:
CMSFS operates a groundwater well that requires augmentation of out-of-priority depletions. Utilities has provided fully consumable water supplies for augmentation to CMSFS since 2009 on a year-to-year basis. CMSFS has requested a 25-year agreement for up to 5 acre-feet of augmentation supplies each year.

Consistent with all Utilities' Special Contract Service agreements, the agreement is interruptible and subject to Utilities' operational requirements.

Previous Council Action:
N/A

Financial Implications:
Based on existing Tariffs, Colorado Springs Utilities would collect approximately $900 per year for the service provided to CMSFS.

City Council Appointed Board/Commission/Committee Recommendation:
The Utilities Board recommended bringing the proposed Special Contract for Augmentation Water Service to City Council for consideration.

Stakeholder Process:
CMSFS has approved the proposed Special Contract for Augmentation Water Service.
