Summary:
The attached Resolution authorizes the Mayor to execute and administer the two Intergovernmental Agreements (IGAs) between the City of Colorado Springs and the Colorado Department of Transportation (CDOT). Both IGAs are attached to the proposed Resolution as Exhibits A and B.
Background:
The I-25 / State Highway 21 Interchange has been planned through numerous studies and documents including:
- The Federal Highway Administration - North Powers Environmental Assessment (EA) from
1999
- The Interstate 25 improvements through the Colorado Springs Urbanized Area EA in 2004
- The Federal Highway Administration Interstate access Request, Volume II, Section 5:
Northgate Interchange with I-25 in 2004
- The Re-evaluation of Interstate 25 improvements through the Colorado Springs Urbanized
Area EA in 2012
- The Moving Forward 2040 Regional Transportation Plan of 2015
- PPACG 2019-2022 Transportation Improvement Plan (TIP) for the construction of North
Powers Blvd. from I-25 to Voyager Parkway.
The Colorado Department of Transportation (CDOT) included this project in the Strategic Corridors Program originally funded under Senate Bill 1. However, there are currently no funds programmed for the interchange now, or into the future. The Powers Extension is currently shown in PPACG's Transportation Improvement Plan as being constructed with private funds.
