Summary: Staff is requesting a supplemental appropriation in the amount of two million dollars ($2,000,000) to address roadway repairs. The City's Street Division of Public Works has an existing pothole and dig-out road repair program supported by $700,000 in the 2014 PPRTA budget. Due to a severe winter in terms of freeze-thaw cycles, road conditions have deteriorated at an accelerated rate. This appropriation will be used to hire local contractors to repair the worst roads in the city.
Previous Council Action: On December 18, 2013, City Council approved the original 2014 budget per Ordinance No. 13-77. The original General Fund expenditure appropriation was $249,291,056.
Background: Presently the Street Division resource for pothole and dig-out road repair is limited to $700,000 in the 2014 PPRTA budget. This is insufficient to fund the current extent of road repairs needed.
Financial Implications: The City's preliminary, unaudited, General Fund unrestricted fund balance as of December 31, 2013 is approximately 19.0% of the 2014 expenditure budget. After the supplemental appropriation, the 2014 General Fund available fund would be approximately $45.3 million, which is 18.0% of the amended 2014 General Fund expenditure budget.
