Summary:
City Council will consider an ordinance referring a charter amendment to the voters in the April 2015 election, clarifying the respective roles of City Council and the Mayor as it relates to the preparation and administration of the City's annual budget. The ballot question, if approved by the voters, amends City Charter section 4-40(i) to establish the specific departments, divisions, offices, agencies and enterprises into which the Mayor's budget must be separated when it is prepared; to limit the Mayor's ability to transfer funds between those categories during the budget year; and to authorize the City Council to initiate budget changes during the year.
Previous Council Action:
City Council discussed the proposal at its work session meeting on November 10 and November 24, 2014, at which time it referred the item to the regular agenda for December 9, 2014. The item was further postponed to be considered at the January 12 work session.
