Summary:
Staff is requesting a supplemental appropriation in the amount of $500,000 to address a 78-inch corrugated metal pipe (CMP) storm sewer failure under Powers Boulevard, just south of the Barnes Road intersection. This failure has caused the roadway to settle, creating an impending hazard. Staff recommends a trenchless "slip-lining" technology that will minimize disturbance, maintain traffic flow, and save money over conventional "remove and replace" construction. If approved, this supplemental appropriation will be used to hire a contractor specializing in slip-lining pipe repairs.
Previous Council Action:
On December 18, 2013, City Council approved the original 2014 budget per Ordinance No. 13-77. The original General Fund expenditure appropriation was $249,291,056.
Background:
Staff was unaware of the potential failure of the CMP until the recent storm events of 2014 created visible settlement along portions of Powers Boulevard. Upon further inspection, it was determined the bottom (invert) of the 78-inch CMP has rusted completely through in several locations, and stormwater drainage is undermining the pipe, causing the roadway to settle. Although Powers Boulevard belongs to the Colorado Department of Transportaion (CDOT), the City of Colorado Springs is responsible for maintaining stormsewer systems within CDOT's ROW, as stated in Colorado Revised Statutes 43-2-135, "Division of Authority Over Streets".
CDOT is aware of the issue and will repair the dip as soon as the pipe has been slip-lined with a 66-inch plastic pipe.
