This project includes concurrent applications for annexation, establishment of zoning, and a Land Use Plan for the associated 14.12-acres southeast of the Stetson Hills Boulevard and North Marksheffel Road intersection. The land use plan illustrates the proposed land use configuration, access and circulation, intended infrastructure and overall intent for future development. The proposed zoning will establish a MX-M/AP-O (Mixed-Use Medium Scale with Airport Overlay) zone district with an overall annexation to allow for a charter school to be established on the properties.

This Annexation was approved in 2025. However, after Annexation approval, but prior to annexation plat recordation, it was determined that there was a change in ownership. Upon further research, a portion of the property fronting Marksheffel Road was found to be deeded to the City of Colorado Springs. The transfer of the property occurred prior to City Council decision on the Annexation; thus, City staff deemed the Annexation to be invalid since the City was not a petitioner of that portion of property. To resolve this issue, staff worked with the applicant and City representatives to restart the process for Annexation from resolution setting the hearing date at City Council.
