Summary:
Colorado Springs Utilities (Utilities) is proposing changes to the Electric Cost Adjustment (ECA) rate, Electric Capacity Charge (ECC) and Industrial Service - Large Power and Light (ELG) Supply Credit rates effective August 1, 2019. The proposed ECA rate adjustment changes the current effective rate of $0.0209 per kWh to a proposed rate of $0.0193 per kWh. The proposed ECC changes adjust rates by Rate Class consistent with capacity allocations (per attached Schedule 2). The proposed ELG Supply Credit adjustment changes the current effective credit rate of $(0.0034) per kWh to a proposed rate of $(0.0030) per kWh
Previous Council Action:
On December 8, 2015 City Council approved the ELG Supply Credit rate of $(0.0034) per kWh effective January 1, 2016 by Resolution 138-15. On October 24, 2017 City Council approved the ECC rates effective November 1, 2017 by Resolution 114-17. On April 23, 2019 City Council approved the ECA rate of $0.0209 per kWh effective May 1, 2019 by Resolution 45-19.
Background:
Utilities sought approval for the current effective ELG Supply Credit rate of $(0.0034) per kWh at the December 8, 2015 City Council meeting. At the October 24, 2017 City Council meeting the current effective ECC rates were approved. Utilities sought approval for the current effective ECA rate of $0.0209 per kWh at the April 23, 2019 City Council meeting. Utilities' staff provide regular updates to the Utilities Board and recommend timely adjustments to the ECA rate per the Cost Adjustment Guidelines and in conformance with the ECA tariff.
