Summary:
To comply with the Colorado State Wildfire Resiliency Code established on July 1 2025 through 8 CCR 1057-39, Colorado Springs Fire Department (CSFD) recommends an update to Appendix K. This will include a Wildland Urban Interface (WUI) Map unique to the City of Colorado Springs, Colorado.
Background:
The State of Colorado, through the adoption of Senate Bill 23-166 concerning the establishment of a Wildfire Resiliency Code Board, has created the 2025 Colorado Wildfire Resiliency Code (CWRC) through 8 CCR 1057-39- The Adoption of Minimum Codes and Standards for Hardening Structures and Reducing Fire Risk in the Defensible Space Surrounding Structures in the Wildland-Urban Interface. This requires the update to the City's Appendix K. The CSFD has submitted and is awaiting approval of adhering to the City's WUI map in lieu of the State's WUI map.
Previous Council Action:
On March 28, 2023, Ordinance No. 23-14 was passed adopting the 2021 edition of the International Fire Code with Amendments, including Appendix K.
Financial Implications:
The adoption of the updated Appendix K will add an additional workload to the CSFD's Fire Construction Services, Wildfire Mitigation Section, Code Services and Investigations Section, with the biggest impact to the enterprise of Fire Construction Services.
City Council Appointed Board/Commission/Committee Recommendation:
The Colorado Springs Fire Board of Appeals voted unanimously in favor of the proposed Appendix K and have provided a letter of support for the submittal to City Council for consideration of adoption.
