Summary:
City Charter Article III, Section 3-10(e) requires that Council appoint by the concurring vote of a majority of its members a City Auditor.
Denny Nestor, the City's current City Auditor, is retiring effective July 2, 2020.
The proposed Resolution would confirm Assistant City Auditor, Jacqueline Rowland, as the Interim City Auditor until such time as City Council appoints a City Auditor.
Proposed Resolution provides that Jacqueline Rowland's annual salary for the period of interim service shall be set within the salary range for City Auditor established by City Ordinance No. 19-32, together with all applicable benefits.
The proposed Resolution further provides that Jacqueline Rowland shall fulfill the duties and responsibilities of the office of City Auditor as set forth in the City Code, Ch. 1, Art. 2, Part 7 and all other applicable laws, rules or regulations until such time as a City Auditor is appointed by City Council, at which time Jacqueline Rowland may resume her role and responsibilities as Assistant City Auditor.
Background:
As a result of emergency declarations associated with COVID-19, City Council has been unable to complete an appropriate recruitment process to fill the position of City Auditor. Jacqueline Rowland has served as the City's Assistant City Auditor since June 15, 2011, and has been employed by the City since April 10, 2006. Jacqueline Rowland brings both skill and experience to the Interim City Auditor role.

Financial Implications:
The salary of the Interim City Auditor shall be set at $147,000, annually, together with all applicable benefits.
