Summary:
A tributary to Spring Creek will be piped from E. Fountain Blvd. south to Colorado Department of Transportation (CDOT) Right-of-Way (ROW) as part of an adjacent development project. CDOT requires a maintenance Intergovernmental Agreement (IGA) with the City to allow construction of the pipe outfall on CDOT ROW.

Background:
The tributary to Spring Creek running from E. Fountain Blvd. south to CDOT ROW is currently an open channel in poor condition. It has steep side slopes and is in need of improvement. The channel will become a public pipe as part of an adjacent development project. This pipe will be easier to maintain and more stable than the existing channel.

Extending the pipe onto CDOT ROW allows for a logical outfall location, rather than outfalling onto a sleep and erosive slope prior to the CDOT ROW limit.

This item supports the City's strategic goal relating to investing in infrastructure. Drainage infrastructure is vital to ensure the City's ability to protect its citizens and downstream neighbors from potential damage due to stormwater.

Financial Implications:
Maintenance for the public pipe will be funded through the Stormwater Enterprise as part of routine pipe maintenance activities. There are no General Fund implications to the City.
