Summary:
Colorado Springs Utilities’ rates and rules and regulations are set and modified through rules found in City Code § 12.1.108 and the Rules and Procedures of City Council, specifically Rule 4-1. The proposed changes to City Code § 12.1.108 will (1) create filing procedures for rate filings; and (2) remove ex parte communication requirements.
