Summary:
The Intergovernmental Agreement between the City of Colorado Springs and El Paso County will provide cleanup of homeless camps near the City limits and within County enclaves (areas within City limits that are unincorporated).
Background:
El Paso County contacted the City over a year ago with a proposal for the City to cleanup homeless camps. City and County staff discussed a variety of options on how to best establish an efficient and legally sound process. The cleanup would be performed by existing Neighborhood Services Division staff. No new positions are proposed with this Intergovernmental Agreement. The cost of the cleanup would be charged to the County based on staff hourly rates, direct cost (such as dump fees and materials) and a 10% administrative fee for indirect costs.

The IGA established a cost recovery based on an hourly rate for City staff to perform the cleanups, direct costs to the City, and a 10% administrative fee for indirect costs.
