A resolution approving the Intergovernmental Agreement between the City of Colorado Springs and the City of Fountain to provide for the processing of defined police records.

Summary:
The City of Colorado Springs ("City") desires the approval of an Intergovernmental Agreement ("IGA") between the City and the City of Fountain ("Fountain") for the processing of limited Fountain police records. The police records are generated by the Fountain Police Department ("FPD") and then processed in the Records Section of the Colorado Springs Police Department ("CSPD") by a contract temporary employee from Add-Staff. Day-to-day coordination and supervision of this employee would be conducted by CSPD personnel. Since the employee works and reports to a CSPD supervisor in the Records and ID Section, the temporary employee's monthly salary costs are billed to and paid by CSPD. The IGA provides for an annual reimbursement by Fountain of the costs related to the respective employee. As a result, the transaction is cost neutral upon adoption of the IGA. Either party may terminate the IGA with proper notice.

This IGA strengthens the crucial exchange and mining of criminal justice information between law enforcement agencies.

Background:
The CSPD has hosted the FPD's police records in the CSPD records management system since February of 2013. Annually, the CSPD Records Section merges a total of 106,810 CSPD items, including: 42,583 case reports, 48,695 supplements, 5,389 FIRs, and 10,143 arrest reports. Therefore, it made sense when Fountain approached CSPD to consider hosting this service with proper reimbursement.
