A Resolution Establishing 2024 Stormwater Review Fees

Summary:
As a result of recent inflation and regulatory commitments, stormwater review fees paid by developers to the Stormwater Enterprise are insufficient to offset review program costs. The proposed fees are set forth in the 2024 Stormwater Review Fee Schedule attached as Exhibit A.
Background:
In 2019, City Council implemented stormwater review fees that were consistent with other state and local municipality fees. The review fees seek to recover operating expenditures necessary to administer the Stormwater Enterprise development review program. Since 2019, inflation and additional regulatory commitments have increased the costs to operate this program. The City of Colorado Springs drainage fee cost index for drainage related construction between 2019 and 2024 increased 35%. The Stormwater Enterprise is seeking to recoup operational costs related to drainage document review.
The Stormwater Enterprise seeks to increase document review fees as shown in the 2024 Stormwater Review Fee Schedule attached as Exhibit A.
Previous Council Action:
On December 5th, 2019, the City Council approved Resolution No. 128-19 (Exhibit B) establishing fees and charges for the review and approval by the Stormwater Enterprise of planning, development, and construction-related submittals.
Financial Implications:
Stormwater review fees are paid directly to the Stormwater Enterprise to recover operational costs related to drainage document review. If the fees are not passed, the Stormwater Enterprise will not have the necessary resources to meet the relevant State and Federal requirements for document review. There are no General Fund impacts.
