Summary:
City Charter, ? 3-10(e) and City Code ? 1.2.203 require that City Council appoint a City Auditor by a concurring vote of a majority of its members and prescribe her duties, compensation and tenure in office.
Background:
Jacqueline Rowland has served as the City's Assistant City Auditor since June 15, 2011, and has been employed by the City since April 10, 2006.
Upon retirement of the City Auditor in 2020, Ms. Rowland was appointed Interim City Auditor by Resolution No. 44-20 effective June 23, 2020, and has served in that interim role since that time.
The duties of the City Auditor are set forth in the City Charter and City Code, including specifically City Code ? 1.2.701, et seq. The City Auditor performs all duties and powers of the office on behalf of the City and all its enterprises, including Colorado Springs Utilities. The City Auditor serves at the will of the City Council.
Previous Council Action:
There has been no previous council action with regard to appointment of Jacqueline Rowland as City Auditor.
Financial Implications:
It is recommended that Jacqueline Rowland's annual salary as City Auditor be initially set at $177,841. The proposed salary is within the range established for the position of City Auditor in the City's 2021 Salary Structure.
