Summary:
Colorado Springs Utilities (Utilities) requests approval of an Ordinance amending the Code of the City of Colorado Springs to allow liens on properties for unpaid balances on any utility service.
Background:
Currently, City Code allows the City of Colorado Springs, on behalf of Utilities to lien properties for unpaid water and wastewater utility services. This ordinance extends lien authority to any utility service including electricity and gas. The intent of this change is to provide Utilities with a secured interest in real property for unpaid utility bills associated with utility services already rendered.
