Summary:
As part of an ongoing effort to make the City of Colorado Springs a more business friendly community, the City Clerk conducted a thorough review of all business license types and requirements to ensure they are relevant and meeting the needs of the city as part of the clerk's 2014 Break through Strategies. This review includes removal of Private Snow Removal Activities on Public Streets. This ordinance made possible the hiring of contractors for the purpose of snow removal on public streets by private parties, such as HOA's.

After review, the Public Works Department recommends the repeal of this license type, effective upon final adoption and publication as provided by Charter.

Background:
This ordinance could potentially cost the City a substantial amount of money as it pertains to the maintenance budget; and possibly liability claims. Allowing private contractors to perform snow removal operations on city streets would require a high level of supervision that the Streets Division would not be able to provide at current employee staffing levels. It is also likely to have an increase to infrastructure deficiencies, such as broken curb, due to the operations performed by private contractors. Additionally, possible damage to private property could result in an increase in claims to the City. Established in 1988, this license type has been unused for many years.
