Summary:
This Ordinance repeals Ordinance No. 15-22, dissolves the Food Policy Advisory Board, and establishes a Sustainability Advisory Board. In last couple of years, challenges with the City Council Food Policy Advisory Board have been: Limited Policy legislation due to a narrow scope; Not being grounded in a specific City Executive Department; Broadly written ordinance that lacked a clear direction of board work and outcomes. After discussion with the Food Policy Advisory Board, current Councilmember liaison and previous Councilmember it was determined the best path forward was to dissolve the FPAB and create the Sustainability Advisory Board housed in the Innovations and Sustainability Department. Samantha Bailey (Innovations & Sustainability Coordinator) will serve as the liaison to the newly created board and provide direction. This outcome expands the board work, mission and goals while providing a benefit to the Sustainability & Innovations Department. The Board will advise City Council and will help recommend content for the COS Sustainability Action plan.

Background:
The Food Policy Advisory Board (FPAB) was enacted by Ordinance No. 15-22 on March 25th of 2015, to foster a healthy and resilient local food system that contributes to economic vitality, healthy food access and environmental sustainability in Colorado Springs and El Paso County. In its tenure the Food Policy Advisory Board advised City Council on creating the Cottage Food/Farm Stand Permit to allow individuals to sell homegrown produce or homemade, non-perishable products such as honey, jams, and teas etc. to the public.
