Summary:
The purpose of this supplemental appropriation is to provide funding for a contract with the Colorado Springs Urban Renewal Authority (URA) to support enhanced security services in the South Nevada Avenue corridor. Under this arrangement, the City will contract with the URA, which will in turn contract with Fidelis Security Solutions to deliver security staffing and patrol services. The total project cost is $758,000. Of this amount, $300,000 is already appropriated in the current year budget; therefore, a supplemental appropriation of $458,000 from the Retail Marijuana Tax (RMJ) Fund is required to fully fund the contract.
Background:
The South Nevada Avenue corridor is experiencing public safety and quality-of-life concerns, which has prompted coordinated efforts between City departments, partner agencies, and area stakeholders to improve safety conditions. The Colorado Springs Urban Renewal Authority has been an active partner in the redevelopment and stabilization of this corridor and is well positioned to oversee contracted security operations on behalf of the City.
To support these efforts, the City proposes to enter into an agreement with the URA for the provision of enhanced security services. The URA will contract with Fidelis Security Solutions, a private provider experienced in professional safety and security patrol operations.
