Summary:
Amend Ordinance to delete the requirement for the Old Colorado City Security and Maintenance District ("District") to secure and maintain parking lots. This amendment will facilitate the transfer of control and maintenance of three surface parking lots located in Old Colorado City (OCC) from the District to the Parking Enterprise (PE). Both parties have met, conferred and determined it is in their best interest to transfer ownership and responsibility for these surface lots to the Parking Enterprise. Both parties will continue to work together for the benefit of the residents and visitors to OCC.
Background:
The surface parking lots have been acquired via multiple transactions between 1977 and 1982. Previously, City Council approved Ordinance 79-241 and tasked the District with among other duties, maintaining the surface parking lots. The Parking Enterprise already controls and maintains a parking lot and all metered locations in OCC. This amendment will consolidate responsibility for all the city-owned surface parking lots and metered locations in OCC under the Parking Enterprise, and the District will continue to maintain their buildings and other areas of responsibility in OCC as defined in the original ordinance.

Financial Implications:
The fiscal responsibility for control and maintenance of the three surface parking lots will now become the responsibility of the Parking Enterprise. The District will still be fiscally responsible for the other areas covered by the Ordinance.
