Summary:
The Powers & Woodmen Commercial Business Improvement District (BID) is a legal entity separate from the City of Colorado Springs. However, as required by State statute, it is necessary for City Council to review and approve the proposed 2027 Operating Plan and Budget for the BID.
This briefing introduces the operating plans and budgets for the City’s 17 existing BIDs, as required by Colorado Revised Statutes. A combined summary of the 17 plans will be presented at this Work Session.
A copy of this BID’s Operating Plan and Budget is attached, as originally submitted. Separate and complete memos and draft resolutions will be presented for action on each of these agenda items as part of the Regular meeting agenda for October 27, 2026.
